Fix broken links surfaced by Mintlify

Many broken links found by Mintlify's broken links checker

@fweikert added missing images and fixed multi-line links, and I’m currently working on resolving relative links and fixing broken /lib/ links > Bazel 6.5.
This has to be done for the new 9.1 docs, too
