[v2] Drop support for manylinux1 environments for pre-built x86_64 installer

This is the tracking issue for dropping support for Linux environments that have manylinux1 requirements. Specifically, this would entail building Linux x86 installer (e.g. awscli-exe-linux-x86_64.zip) on a more modern environment targeting a more modern set of requirements (i.e. manylinux2014).
