Localization

It wiuld be great to make a localization for the USER part of the bot.

1. Locale should be selected at the time of raid creation.
2. Locale should persist in the Creator's profile (the next raid created by the same user should be the same language)
3. All users, viewing the language may (or may not, what is simpler) see only the locale, set during creation.

As far as I see, only text on buttons Arrived/Won't Come/Done should be localized
