docs: apply Apache Incubator branding to release surfaces

Part of #2974 — G5: Incubator branding and release surfaces.

Outcome

Make repository and release-facing surfaces consistently identify the project
as Apache Maka (Incubating) and provide the disclaimer, source download, and
release-verification paths required for the source, npm, and Desktop artifacts.

Exit criteria

• Root English and Chinese READMEs first identify Apache Maka and its
  incubating status and link the disclaimer.
• Repository description and metadata use Apache Incubator branding.
• maka.apache.org serves the reviewed project website rather than 404.
• The website provides an ASF-compliant source download path and points to
  KEYS and verification instructions.
• The npm package README/version page displays the full Incubator disclaimer
  and links the approved source release.
• GitHub release surfaces distinguish ASF releases from historical or
  non-ASF product releases, carry the required Incubator disclaimer, and link
  each Desktop convenience artifact to the approved source release.
• The release announcement and download page use the approved project name
  and distinguish the official source release from npm/Desktop convenience
  artifacts.

Existing work

• chore: add .asf.yaml for ASF infrastructure self-service #3262 directly covers .asf.yaml and repository metadata, but only part of
  this gate.
• docs: connect project metadata to public website #2924 targets the pre-Apache website and should not be merged as-is. It is
  historical context, not a closing PR for this issue.

Out of scope

• Product website redesign unrelated to Apache release requirements.
• npm/Desktop packaging and licensing implementation.
• Export classification.

Two of the seven exit criteria here are now in progress, and the website criteria have moved to their own issue.

• docs: identify the project as Apache Maka (Incubating) in both READMEs #3391 (ready for review) covers the first two: both root READMEs open as Apache Maka (Incubating), carry the Incubator disclaimer, and link DISCLAIMER-WIP; .asf.yaml gains the incubator topic on top of the description chore: add .asf.yaml for ASF infrastructure self-service #3262 already landed. It also adds a "Releases and downloads" section stating the source-versus-convenience-artifact distinction in general terms, without asserting which convenience artifacts belong to the first release. Wording follows Apache OpenDAL.
• infra: publish the podling website at maka.apache.org from the existing Maka site #3404 covers the third and fourth: maka.apache.org serving a reviewed site, and an ASF-compliant download path with KEYS and verification instructions. It is a migration of the existing Astro site rather than a new build, following OpenDAL's layout — site source in the main repository, a build pushed to a publish branch, and a matching .asf.yaml publish: entry. IP clearance for the site content is a prerequisite and is tracked against legal: close incoming IP provenance for the first Apache release #3268.

The remaining three criteria — the npm package page, the GitHub release surfaces, and the release announcement — are untouched. They depend on the first-release scope decision in #2974 and, for the release surfaces, on the pending mentor decision in #3274.
