[Umbrella] Apache Gluten Graduation Tasks

Describe the proposal

The ASF board has approved a resolution to graduate Gluten into a full Top Level Project. Thanks to everyone for your help to get to this point.

To transition from the Apache Incubator to a new TLP, there are a few action items we need to do to complete the transition. These are identified by https://incubator.apache.org/guides/transferring.html#life_after_graduation.

• Update Incubator status records

  • Update the incubator status file (in svn)

  • Update the process for becoming a committer or joining PMC
    Covered by PR Seperate the base layer and backend layer #74: PPMC PMC rename in contact-us.md. No separate committer process doc exists.
  • Update download page to remove incubating references
    Covered by PR Seperate the base layer and backend layer #74: page title, KEYS URL, and GitHub release notes URLs updated. Historical incubating release download URLs preserved (actual file paths).
