Remove fork-internal CLAUDE.md from upstream PR branch

CLAUDE.md is fork-internal tooling guidance and isn't part of apache's
release artifacts. It fails apache's Release Audit Tool (RAT) license
header check on this PR. Drop it from this branch only — the file
remains on the fork's main and other branches.
