Update the ASF Celix release process to publish a signed SBOM alongside released source artifacts.

Scope

• Update the ASF Celix release process so that a release Includes a signed SBOM as part of the official release artifacts
• Optionally also publish the SBOM as part of the GitHub release/package

Expected outcome

• Documented release process update
