Add SpaceX rockets listing and management

• Form: Add dialog form for creating local rockets with vee-validate/zod validation
• State Management: Integrate Pinia store for unified rocket data (local + server)

• Features: Debounced search, persistent localStorage for local rockets
• UI: Vuetify-based responsive layout with skeleton loaders and error states
