L-22. Console testnet rollout — verification surface

Stage one of the two-stage Console rollout for AEP-86. Console testnet build wired to the AEP-86 testnet chain so the Console team can develop and validate the verification surface against real chain data, before promoting to sandbox.

Scope:

• Console testnet deployment target configured against the AEP-86 testnet RPC + indexer.
• All Console surfaces from L-13 render correctly on testnet: tier badges (L0–L4), capability flags, snapshot freshness, audit escrow status, provider tier filter, default min_tier: 3 template.
• Maintenance alert UI from L-20 renders correctly on testnet for synthetic maintenance windows.
• Smoke-test runbook covering: provider registration, attestation submission, tier transitions, snapshot staleness, audit escrow lifecycle, maintenance open/close.
• Known-gap list captured for the sandbox stage (L-23).

DoD: Console testnet build deployed, all verification UI surfaces verified against testnet, smoke-test runbook passes end-to-end, gap list logged for L-23.
