oupft.xml parser detection error

run.py throws an "Unable to detect which parser to use..." error when attempting to process .oupft.xml files.

In order to make this work, the following needs to happen (and perhaps more):

1. Via a database update, add an entry to the parser table
2. Add the actual parser to adsrefpipe/refparsers folder
3. Update the module adsrefpipe/refparsers/handler.py
4. Create the necessary unittests
