Make attacker amalgamation ignore full planets #3045

Attacks at the end of the attack phase which don't hit the player threshold are currently take players and puts them on another planet. It does not seem to care whether this stacks more people onto a full planet, or makes more planet attacks. People were reporting being confused about ending up on other planets.

A problem with the existing system is it accidentally disrupts plans via random clicking. Two people might declare that they want to attack a planet in 2v2, then end up playing a 4v4 due to stragglers from other planets being stacked on top. This makes larger battles, but it would be less disruptive and confusing if the stragglers ended up fighting on one of their incomplete attack planets.

I'd like to switch to what I originally thought was the intended amalgamation system:

  • The top-PW-ranked player in an incomplete attack grabs other players on incomplete planets (randomly, top WHR?) until their planet is complete.
  • Repeat the above until the new "top-PW-ranked player in an incomplete planet" runs out of other players to grab.

The main point is that planets with enough players attacking them are unaffected. Factions can still make large battles by intentionally creating them, and someone on a 1/2 planet by themselves can still switch to make a 3/2 manually near the end of the phase. This seems like a good balance.
