I very often see accounts with this username, it never been mentioned in other places so this is not a meme or something like that I am pretty sure it is the same person. Games with him in a team are very miserable, toxic and waste of time pretty sure he also spam reports for no reason to everyone.

He can use software to change serial number of hardware, could you ban him via hardware + geo or something like that. he deserves permaban.
Or something more clever like "if person has this username, he gets automatically banned at the moment he is trying to find a game
Example Match ID (and possibly Timestamp)

Hey Valve,For a long time now I've been running into tons of accounts with the exact same username "КИРКОРОВ 3D".
Here's the Dotabuff search: https://www.dotabuff.com/search?q=%D0%BA%D0%B8%D1%80%D0%BA%D0%BE%D1%80%D0%BE%D0%B2+3dIt's 100% the same person. This nickname isn't a meme or anything popular — it's not used anywhere else. He just keeps creating new accounts with the same name every time he gets banned.Whenever he's on your team the game becomes miserable. Super toxic, griefing, spamming reports on everyone for no reason. Games with him are basically a waste of time. He's been reported and banned many times already, but it doesn't matter — he comes back instantly on a new account. The worst part is that he's using HWID spoofing software to change his hardware ID, so normal account bans and even hardware bans don't stop him. Please do something about this guy:Either give him a permanent hardware + region/IP ban (or at least improve HWID detection)
Or make a simple rule: any new account with the exact name "КИРКОРОВ 3D" gets auto-banned as soon as he tries to queue. It shouldn't be too hard to implement and would solve this specific case immediately.
This kind of player makes matchmaking really frustrating for everyone. The current report and behavior score system clearly isn't enough against people who deliberately spoof to keep coming back.Would really appreciate if you could look into this. Thanks!
