Formalize and document authorship process

Related to #1992, I think it might be good to

• formalize (here or TBD discussion)
• document (TBD PR)

our process for MetPy "authorship" in regards to our citations. I understand if that doesn't have an immediately clear solution. This might be better as an org-wide discussion, as well.
