Not able to choose member yearly plan when creating a membership

The "Yearly Plan" option is missing or un-selectable during the membership creation flow.

Expected Behavior: Users should be able to toggle between monthly and yearly billing cycles. Current Behavior: Only the monthly option is visible/active; the yearly radio button is greyed out or missing.
