Add hard-coded UTF-8 encoding to CSV

Need to add 'encoding='utf-8-sig'' to CSV outputs; regular 'encoding='utf-8'' will not work for forcing Excel to open in UTF-8 but is necessary for working with files that will be fed back into scripts and eventually need to match exactly with the db records.
