Vireo5 API: Add endpoint(s) for 3rd party tools to read Institutional ID, college, department, degree and major

This is a request from an institution with a Vireo4 instance hosted by TDL per zendesk ticket 17943.
The request is for building a dashboard which can, via API, access a new submission's: institutional ID, college, department, degree and major
