Integrate preliminary ESO Facility (tom_eso) into FOMO

FOMO, the Rubin Solar System Science Collaboration TOM, is interested in the evolving ESO Facility module and could be a reasonable pre-alpha tester and use-case clarifier.

in tom_eso:

• arrange for ESO credentials to be stored in tom_eso User Profile
• see tom_eso UI enhancements #11 for additional possible tom_eso improvements

FOMO:

• fork and branch repo and spin up locally
• install tom_eso in FOMO
• gather feedback from FOMO/SSSC devs; fix or create issues
• submit PR to FOMO; assist with merge as necessary
