Extend the interface to collect information on the user

We should capture the information about the Agent who is performing the calculations. Currently the tool will capture that peco:EmissionCalculationActivity prov:wasAssociatedWith https://github.com/TEC-Toolkit/Semantic_Machine_Learning_Impact_Calculator. We should extend the interface to collect the info about the person and add prov:actedOnBehalfOf relationship
