Docs: Switch Mod to Doxygen comment style

This subtask is intended to capture the effort required to switch the comment style for mod/ to Doxygen in the firmware.

We should consider the use of tag files for the libraries to include them in the main project.

I'd like us to consider holding off until the completion of SunDevilRocketry/Flight-Computer-Firmware#293. I expect we'll run into some pretty bad merge conflicts otherwise.
