GPS: Reconfigure baud rate

Our GPS UART is on 9600 baud. The module supports up to 921600.

Flow:

• Initialize GPS_HUART to 9600 baud.
• Send a message to the GPS to switch it to 921600 baud.
• Re-initialize GPS_HUART to 921600 baud.

Looks like it's possible tbh. Gonna be weird for us since our module is already on a microcontroller but the UBlox UCenter should have options.

Ok, so the way we'll probably wanna do this is a call to gps_transmit in main where we upload a configuration file to the GPS. Recommend looking at the MAX-8C-0-10 datasheet to figure out how + u-center documentation.
