Screen rolling like CSYNC isn't hooked up

nitially thought I messed up the circuit, but checked it multiple times and it's definitely correct. Even tried three chips from the same batch and seller — all same issue with the diagonal screen roll (photo attached). Could be counterfeits, but not 100% sure. Anyone else run into this?
