[1.20.1] Ice and Snow still does not seem to help

Issue description

After Autumn and Winter seasons, leftover ice and snow do not melt when transition to either Spring or Summer. I have encountered this issue on every world that I have played on, and it is significantly disabling my ability to use water for travel during the warmer seasons.
I have tried to mess with the config files, such as changing: "#Generate snow and ice during the Winter season generate_snow_ice = false" and even changing melt_percent chances.

I see that you have closed other posts similar to this one as "not intended to fix", but I want some clarity before I do nothing. Thank you!
