Help topic: Paginating API responses with `lastId`

Add a help topic on using the lastId parameter to paginate in the API.

What do you mean by "topic" here? Is it possible to start dead simple and have a big list of linkable questions on the current index page? That way, we can start getting the content in-place then move things out once we've establish a good base of documentation that addresses client concerns?

I am simply moving things from my notes to this repo so that everyone can see them. The idea is definitely to start simple, none of these help topics are a first priority.
