refactor wizard | config - for streaming deepgram support

@01PrathamS I will actually say that there is a case where you just do not have a streaming transcript enabled. Currently, I have a vivi voice set up and I don't have streaming transcript enabled, and it's fine. The system works for certain use cases without streaming transcript perfectly. But because it's in the template, Deepgram still starts up and throws these dumb ahh errors.
