Fix `config_build.txt` when the `tree` build syntax is available

Due to SeattleTestbed/common#7, a workaround needed to be added to the build config so that the modules directory and its contents are added during build, see 3f1889a.

This patch should be reverted once the proper tree build syntax becomes available.
