implement SIC to NAICS crosswalk

There are crosswalks that link NAICS to SIC codes,

These could be used to link codes as owl:sameAs or some skos relations 

I can not find a source to cite right now, but from what I remember these are sometimes exact matches and other times more loose matches across the two schema
