US FRS complete organization links for illinois and other states

The uris for government organizations were derived from the frs database, but only looked up for Maine.
The state downloads only include the text version of organization, but in order to build more reusable uris, I wanted to use the codes as implemented in the frs database. Only Maine currently has this completed, via a custom EZ query that provided the crosswalk between organzation label and organization identifier.

This should be done more robustly for all facilities, perhaps using the api: https://frsqueryprd-api.epa.gov/facilityiptqueryprd/swagger-ui/index.html#/FRS/get_QueryRegistry

This was has been implemented with the transition to triplifying states via the envirofacts API, rather than the state download files.
