Currently, the API has placeholders for a "remote" location where assets can be found, but no implementation to back this up.
We should implement the remote asset location using RemoteDataToolbox. This will require writing a new VsaLocationStrategy.
It will also require a default remote data toolbox configuration json file. By default, we should point at our brainard-archiva server.
