The main entry chunk grew from ~446 KB (131 KB gzip) to ~681 KB (173 KB gzip) when the ten locales shipped. Whether that matters on low-end devices is unmeasured.
Done when: cold/warm startup and memory are recorded near minSdk (API 24) or on a representative low-end device; locale lazy-loading is introduced only if a material regression shows — static parity and the type contract are not sacrificed preemptively.
