Wire or hide the two stored-only settings

`sourceCodeModeEnabled` and `preferHeadingStyle` persist values but change no runtime behavior — the controls look functional and are not.

Either implement the real behavior or hide/remove the rows. Done when the settings governance test shows no user-facing stored-only interactive rows.
