Add `dlplack` to `itk::CudaImage`

dlpack is a more powerful implementation than __cuda_array_interface__ (see #10) for interoperability between packages:

@LucasGandel I suggest to finish the implementation of __cuda_array_interface__ first before considering this alternative implementation. As we use a single GPU and context, this might not be worth the effort.
