Validator log table updates

Which feature or component needs enhancement?
Clearly identify the existing feature/component that needs improvement.
We don't want to populate the validator_log with all entries. We actually want to give this capability to Kaapi-backend. There will be a flag which if enabled will populate only failed validator logs. Otherwise, we will populate all logs to the validator_log table.
