Update SNAP ABAWD Work Requirements for HR1 (P.L. 119-21)
Overview
Implementation tracking issue for updating federal SNAP ABAWD (Able-Bodied Adults Without Dependents) work requirements based on HR1 (One Big Beautiful Bill Act, Public Law 119-21), signed July 4, 2025.
Key Changes from HR1
1. Verify/Update Effective Dates
- Current code uses 2027-01-01 as effective date; verify against enacted law
- Confirm phased implementation timeline if applicable
2. Native American/Indian Exemption from ABAWD Time Limit
- HR1 adds a new exemption for individuals who are members of an Indian tribe (as defined in section 4 of the Indian Self-Determination and Education Assistance Act)
- These individuals are exempt from the ABAWD time limit
3. Dependent Child Exemption Update
- HR1 updates the dependent child exemption: responsible for care of a child under age 14
- Previously the threshold was under age 7 (per the Fiscal Responsibility Act of 2023 which raised it from 6 to 7)
- Verify current code and update accordingly
