fix `state university` location

Context

We have one or more agencies with the location 8885, "State University, Craighead, Arkansas". This place does not exist.

Requirements

• Correct any agencies with this location to use Jonesboro, Craighead, Arkansas instead.
  • use the API, not database migrations
• Remove the errant location
  • actually, I'm not sure whether this will happen automatically if no agencies reference it 🤔
