Fix Automatic Archives

Automatic Archives broke in the transition to v2. Let's fix that!

It seems the main problem is that the endpoints are different now -- instead of a simple API key, we require a BEARER auth token, likely with elevated permissions.

We could just have a generic user for this, but I think this is a good way for us to start setting up defined users with specific roles, see #610

• Create archive_write permission
• Add to internal logic
• Update archive test to utilize this permission.
• Create user to assign to this
• Revise update_pdap_archives in cache_url.py to also not perform json.dumps()
• Update AutomaticArchives to pull from that user
• Fix 🔧

Progressing through it! Next thing I'll need to do is adjust the flask limiter to permit more updates in a period of time (10 per minute is probably more than enough).
