Benchmarking

- Write benchmarking test harness
- Benchmark v0.1 software-only implementation against v0.1 hardware codec implementation. 
- Compare software-only implementations between the two boards. 
- Benchmark against ICER algorithm if ready
- will consist of varying image resolutions, quality perception, avg runtime and power usage tests.
