Rare Ice is able to be picked up with carry-on

Describe the bug

While testing in my own survival world I was able to pickup the block "rare ice" with carry-on, this feels a little odd given you aren't able to do this with normal ice, and it would allowed players to steal said blocks with items that may get misclicked into the ice.

• This bug report is about an issue with the modpack itself. I have not modified the mods nor added any resource packs. If this is not the case, I know that I should post the issue in the #perpendicular channel in the ParallelMC Discord server.
