When the Icon Panel is open I wo0uld expect to scroll down using the mouse wheel.
This worked well, once, in the mod comments a user mentioned that the wheel works, but way too slow.
In the past I remember it was faster.
Actually Dragging the Icon Pane is a workaround, but fixing the wheel "strength" would be great for UX.
Also try to show a scrollbar as indication and handle for scrolling.
