DIM30 STATE polarity correction

We merged a correction to the Encyclopedia’s interpretation of the STATE field in diagnostic/programming DIMENSION 30.

Experimental protocol evidence, correlated with MyHOME_Suite UI behavior, established that the previous polarity was reversed:

• STATE = 0 → Module enabled → regular/configured Object applies
• STATE = 1 → Module disabled → Virgin Object applies

The PR did more than flip the two values: we audited the repository for downstream assumptions affecting Module/Object resolution, programming validation, configuration reading, guides, diagrams, reverse-engineering notes, and provenance.

The correction is explicitly scoped to DIMENSION 30.STATE; unrelated fields named STATE and other DIMENSION 30 meanings were not changed.

All ESG/ECV, source-integrity, and epistemic-review checks passed before merge.
