Clarify expected format of tnf_valid_value datetime fields

The fields min_value_datetime and max_value_datetime are used to specify minimum and maximum values for value domains with data type Date and DateTime.
For the DateTime data type, the usage is straightforward, but for Date data type, it should be clarified that only the date portion of the stored value is used.
