Numbers are being used for codelist values, where each number is related to a explanatory text. These explanations has to be looked up in the textual part of document, to find the meaning of each number. See for example "Applicable direction" and "applicable side". Ref also #13
ISO19103 (Conceptual schema language) recomend to not use meaningless intial values in codelists, but rather use understandable text strings. This would make this specification easier to understand as well.
