Transformer: Prune non-vacant properties

The transformer is gobbling up every parcel in the Prcl table-we need to remove the parcels that are not vacant. The STL vacancy collaborative has posted rules on what they consider a vacant property. We need to implement those rules in the transformer. To start, we are creating a Google doc to translate the rules into real database fields.
