Ingest public STL data into our Mapbox map.

This is a high level story to keep track of the second goal we need to meet with our ETL pipeline. We need to extract parcel geo data from public STL data and insert this data into our Mapbox map (same way as our current parcels are stored). This issue is done when we can browse the new parcels on the existing VacancySearch map.
