[Bug]: Saying "add a skill" didn't trigger the add-skill skill

Bug Description

Agent created a skill in .agents/ locally instead of creating a global skill :(

Steps to Reproduce

tell the agent to add a skill

Actual Behavior

it creates a local skill

Expected Behavior

it creates a global skill in .openhands/

I think the name of the skill is misleading.

In fact, the description of the skill is

"Use when users want to import, install, or add a skill from a GitHub URL... Handles fetching the skill files..."

and in your case you wanted to create a new skill and not to import it. So it was not triggered for that reason.

On the other hand, we have a skill-creator skill which has as description:

This skill should be used when the user wants to "create a skill", "write a new skill", "improve skill description", "organize skill content", or needs guidance on skill structure, progressive disclosure, or skill development best practices.

and this should have been triggered.

the problem is probably a vocabulary mismatch

Moving this into the extensions repo, and opened a PR which should mitigate the issue
