Sunfish ResourcesCreated Event handler needs to handle new resource declared below non-existing tree #46

The intent of the ResourcesCreated Event handler is to upload all resources below a new resource and all resources referenced by a new resource. We have this working for new resources close to the Redfish root (/redfish/v1/).

We have yet to test some of the corner cases for resources that are further down from the root, when the tree above has not been uploaded.
For example, if the new resource being created is (/redfish/v1/Chassis/CXL_chassis1/PCIeAdapters/6/CXLLogicalAdapters/8), but entire CXL_chassis1 tree has never been uploaded, or was renamed when it was, will the event handler properly chase the new resource's tree down? It was designed to do so, but we have not tested these kinds of corner cases yet.
