ci: retry a failed build once before recording it

Also drops the one recorded iOS failure (9.0.3, Xcode 26.4, CLI 9.1.0,
Node 26): a linker error that none of its sibling combinations hit, so it
is re-run. Sets the KV namespace id and the custom domain route.
