Templated Pages

We kicked this one down the road initially and it changed into just building some pages for SAC, but after a convo with SAC, I think we should bring this back for new ACs. We are going to ask for an onboarding fee for new ACs and I think we can wrap these costs into that.

Yea that sounds good. The original idea for templated pages was some sort of bulk script for when a new center is created too. #533 should consider how built-in pages will be generated for new ACs - might make sense to wrap that all into one effort / approach.

We might be able to use our content, with design help from Jen, to create some of these templates. Basically, we will build pages for our site, then polish them, and they can become the templates. When we spin up a new center, we can prepopulate it with generic content based on the Sierra, and users can start by editing that.
