[cuco][cudax] Extend type range for key and value types in cuco

cudax cuco currently only supports 4 and 8byte key and value types while the upstream cuCollections repo supports the full type range from 1 to 16byte types.

Relevant cuco PRs:

• Add small key type tests for static_set and static_map::find cuCollections#812
• Enable 128bit atomics and unify static type checks cuCollections#803
