[Bug]: Can't switch construction stick mode despite having upgraded it

• I am running a modpack
• I can reproduce this issue consistently in single-player
• I can reproduce this issue consistently in multi-player
• I have searched for this issue previously and it was either (1) not previously reported, or (2) previously fixed and I am having the same problem.
• I am crashing and can provide my crash report(s)
• I am using the latest version of the mod

Issue Description

I have all the upgrades on my construction stick (destruction, replacement, angel, etc.) yet I can only switch between the modes when I rejoin the game and make sure to not right click the air using any item (sword, pickaxe, etc.). If I right click the air, the option to switch between ConstructionStick modes will become greyed out on construction regardless of which mode I have equipped (will appear as a greyed out "Construction" despite having out the destruction stick). I have to rejoin for switching between modes to work again, which is pretty annoying since right clicking the air is pretty easy to do unintentionally, especially across long play sessions.

Additional Information

Note that I am playing with a modpack called Craftoria on Version 1.22.2
This was occurring while I was using the Netherite construction stick

Do you have an easy reproduction case? I can't reproduce this with just the mod myself
