Unable to open video device - tried EVERYTHING

I feel like I've tried everything at this point. I've followed the threads in many other discussion posts, I've followed these steps, I've done all my updates and upgrades, I've expanded gpu_mem to 128, I've done it all and nothing works.

Raspberry Pi 4B running Raspberry Pi OS version 2025-12-04. Motion 4.7.0

I get the below error.
